James E. Spencer, Jr. is the creator of the AGILE Ecosystems™ methodology, a structured and purpose-centered framework for designing innovation ecosystems that systematically generate new assets, new enterprises, and long-term socio-economic transformation. His work integrates engineering disciplines, venture development, university commercialization governance, and strategic regional economic design into a unified systems architecture.

Spencer currently serves as the founding Director of the Launchpad Center for Advanced Air Mobility at Oklahoma State University, where he leads research commercialization, industry consortium engagement, workforce-aligned fellowship programming, and AI-enabled governance frameworks supporting advanced aerospace and autonomy technologies.

Previously, Spencer reported directly to the President of Rensselaer Polytechnic Institute as Executive Director of the Rensselaer Technology Park and Real Estate & New Venture Development portfolio. He simultaneously served as Acting Director of the Office of Intellectual Property, Technology Transfer, and New Ventures, where he led integrated commercialization operations and oversaw an 8-figure licensing and royalty revenue portfolio. He architected translational programs linking research validation, venture acceleration, and commercial real estate infrastructure into a cohesive 

innovation ecosystem model.

Earlier in his career, Spencer founded and led venture-backed advanced robotics and industrial vision companies, raising $7.1 million in private equity and successfully exiting through international acquisition. His technical leadership began at NASA’s Kennedy Space Center and Boeing Aerospace Operations, where he served as Supervisor of the Robotic Application Development Laboratory, where he and his team developed advanced automation and robotic systems for Space Shuttle and Payload Processing. Prior to relocating to Tulsa Oklahoma in 2023 to serve as the Director of the Launchpad Center for Adv,anced Air Mobility,  Spencer served on several non-profit organizations boards, such as the Unity House of Troy, WAMC Public Radio, Proctors Theater,& Proctor's Collaborative, and the M&T Bank Director's Advisory Board- all in upstate New York.

Innovation is often described as a spark — a moment of creativity, disruption, or insight. But in my experience, innovation is rarely a spark. It is a system.

Over three decades of engineering, entrepreneurship, university commercialization leadership, and ecosystem development have taught me that sustainable transformation does not occur because of isolated brilliance. It occurs when systems are intentionally designed — when structure, incentives, governance, talent, capital, and purpose align.

Most institutions attempt innovation by layering programs on top of existing complexity. They build incubators, accelerators, initiatives, and task forces. Yet without architectural coherence, these efforts fragment. Energy dissipates. Resources compete. Leaders burn out. What remains is activity without transformation.

I did not arrive at this conclusion in a boardroom.

I arrived at it in workshops and laboratories.

Long before I had language for ecosystem design, I was immersed in the discipline of building complex systems. As a student fascinated by robotics and automation, I learned that machines only function when subsystems are properly integrated — mechanics aligned with control systems, sensors aligned with feedback loops, hardware aligned with software. A misalignment anywhere in the architecture compromises the whole.

A graduate of Brown University with a degree in Electrical Engineering, Spencer holds multiple U.S. patents and has published technical and industry research in robotics, automation, and advanced manufacturing systems.
